Earned Value Management
Paragon employs a disciplined Earned Value Management (EVM) methodology providing PMOs a confident understanding of how projects are progressing in relation to the original funding, schedule and scope. Our approach is solidly based on DODI 5000.02, Defense Federal Acquisition Regulation Supplement (DFARS), Deputy Chief Management Officer (DCMO), and American National Standards Institute (ANSI) standards.
Program Financial Management
We apply expertise in cost and financial management and support all program control and resource management activities. Our approach aligns financial analyses with acquisition and functional requirements; incorporates estimates for engineering, configuration management, and testing efforts; and considers process improvement and portfolio implications. Our comprehensive cost and financial management process enhances program control from establishing accounts to supporting fiscal end-of year close out.
Paragon draws on comprehensive knowledge of PM principles and DOD acquisition system to formulate plans and define strategies to guide IT programs to meet goals and objectives for each phase of the acquisition life cycle. Paragon’s experienced DOD Acquisition and Project Management Professional (PMP) certified PMs, have executed our PM support methodology, successfully guiding PMO’s IT and services programs through the DOD 5000-series acquisition lifecycle. Our proven ability to apply extensive knowledge of DOD acquisition policies and processes uniquely positions us to lead process improvements.
The Paragon Team will continue using PMO-proven techniques to produce and maintain reasonable and defensible cost estimates/analyses in support of programs, related activities, and services acquisition. This support includes: EA, LCCE, CARD, software cost estimates, and supporting IGCE development. We will apply principles from regulations and guidance, such as: OMB Circulars A-11 and A-94; DOD 5000.02 Operation of the Defense Acquisition System; DOD 7041.3 Economic Analysis for Decision making; DOD 7000.14-R, Financial Management Regulation; GAO Cost Estimating and Assessment Guide: Best Practices for Developing and Managing Capital Program Costs; and USTRANSCOM-specific guidance. An example of our proven performance is the DPS cost/benefit analysis, which involved working across USTRANSCOM directorates, SDDC, the Services, and OSD. Our methodology, demonstrating savings of $167 million for one year, was accepted by OSD and resulted in continued funding and ongoing savings/cost avoidance.
Paragon’s approach creates a common understanding of strategic priorities and goals, current position against those goals, and stakeholder insights around which leadership can align their plans. Paragon leverages our extensive strategy planning experience to assist in developing strategic level policy, processes, and documents.
Communicating the health and progress of an organization to senior leaders has always been a challenging task since leaders must quickly assess large volumes of unfamiliar information. Paragon identifies strategic performance measures that accurately reflect the progress within each strategic objective in the client’s Strategic Plan, and builds a Balanced Scorecard methodology with a display tool to communicate the information effectively to Senior Executives.
